The HARCATUS Home Weatherization Assistance Program is available to help low income Harrison, Carroll, and Tuscarawas County residents use less energy while increasing the comfort of their homes. Applications are being reviewed and accepted for all three counties.
Services may include:
Households at or below 200% of the Federal Poverty Level may be eligible. The following are examples of 200% FPL income for different household sizes. For households with more than eight (8) members, add $9,440 for each additional member.

HARCATUS is seeking contractors to perform subcontract work under the Home Weatherization Assistance Program (HWAP) and utility programs. Types of contractors needed include HVAC, electrical, plumbing and roofing. Interested contractors must show proof of liability insurance, worker’s compensation coverage, and must own their own equipment, including testing equipment. Contractors must also be able to complete and pass required state training, hold the appropriate licenses, and adhere to a required price list.
