About Us

Our Mission

HARCATUS' mission is to improve the quality of life for individuals and families by minimizing the effects of poverty, promoting self-sufficiency and advocating for positive change.

HARCATUS Tri-County C.A.O., Inc., is a non-profit corporation serving low-income individuals and families in Harrison, Carroll, and Tuscarawas Counties. HARCATUS helps reduce the effects of poverty through the variety of programs we offer. We partner with federal, state, and local governments, as well as other groups to develop, manage, and deliver human and social services for the betterment of our communities.


HARCATUS is governed by a tripartite Board consisting of one-third public sector representatives, one-third low-income representatives, and one-third private sector representatives. The tripartite Board is an essential part of ensuring that the programs offered by HARCATUS are informed by representatives of all sectors of the community, especially those with low-income, and are responsive to the needs of the local community.
