  HARCATUS TRI-COUNTY COMMUNITY ACTION ORGANIZATION, INC  

HARCATUS Tri-County C.A.O., Inc, is a private non-profit corporation located in New Philadelphia, Ohio, which serves Harrison, Carroll, and Tuscarawas Counties.  HARCATUS Tri-County C.A.O., Inc contracts with federal, state, and local governments and other groups to develop, manage, and deliver human and social services for the betterment of our communities.  Many of its programs, including Head Start, are designed to assist people in need to help themselves and to become self-sufficient.   

COVID-19 Web Posting

Due to the COVID-19 pandemic, many HARCATUS programs have moved to teleworking or have limited all but essential human services:

Family Support: 

Consumers should call our hotline at 1-855-806-9650 to schedule a telephone appointment for Winter Crisis or PIPP and to receive additional information regarding how to submit required documentation. Consumers may begin their application online at www.development.ohio.gov; however, they will still need to schedule a telephone appointment to complete their application. For additional information about HEAP, PIPP Plus and Winter Crisis Programs including required documentation go to our Emergency Home Energy Assistance page, or visitwww.energyhelp.ohio.gov or call 1-800-282-0880.

Consumers needing emergency assistance from the HARCATUS FAMILY SUPPORT Offices should call the following numbers to check on availability and how to apply:

Harrison County Food Pantry call 740.942-8886

Dennison Cubby call 740.922.3600    

Carroll County Clothes Closet call 330.627.4101

Senior Meal Delivery:  HARCATUS will continue meal delivery to our Passport and Senior Nutrition consumers as long as we are able.  Contact the Nutrition Department for information at 740.922. 6880   

CACFP providers in operation should contact the Nutrition office at (740) 922. 6880 to discuss submitting and processing claims. 

Weatherization:  Due to the Director’s Stay at Home Order normal weatherization and energy work in homes has temporarily ceased.  If you have a health & safety issue related to work that was started or completed in your home call 740.922.6692 or 740.922.6693.  Applications for assistance will still be processed even though work may not begin for some time.

Head Start:  Although Centers are closed, staff are available to offer distance learning opportunities, educational supplies and connecting Head Start families with food and household items.  Parents with questions should call the Head Start administrative office Monday through Thursday at 740-922-0933 or visit the HARCATUS Head Start Facebook page to stay connected.

Youth Employment Services:  YES employees are teleworking.  The YES Coordinator may be reached at 330.432.8515 with questions.

Administrative Office:  Only minimum basic operations will occur at this time. The majority of staff are teleworking.  You may call 740.922.0933 Monday through Thursday from 8:00 a.m. to 4:00 p.m. and follow the prompts.  You may also email the Executive Director with urgent matters at a.kerns@harcatus.org.
