HARCATUS Tri-County C.A.O., Inc, is a non-profit corporation that serves the Ohio counties of Harrison, Carroll, and Tuscarawas.  We partner with federal, state, and local governments, as well as other groups to develop, manage, and deliver human and social services for the betterment of our communities. 


HARCATUS' mission is to improve the quality of life for individuals and families by minimizing the effects of poverty, promoting self-sufficiency and advocating for positive change.

How We Can Help!

HARCATUS programs are funded through a variety of state, federal and local grants. HARCATUS also accepts private donations and local fund raising efforts. Thanks to these funding sources, HARCATUS is able to provide all of its services free of charge to eligible low-income households.
